ENGINEERING/STREETS/TRAFFIC CONTROL/John Krywicki, Director
Engineering Department:
♦ Kickapoo Street Widening Project (from MacArthur Street to Kickapoo Spur)
● OG&E on hold to relocate their facilities on Kickapoo while crews have been dispatched to Arkansas to work storm related damage and crews to work Piedmont, Oklahoma area. No time frame given for when work will resume on Kickapoo. They had been scheduled to be completed by the 3rd week in June. AT&T is also relocating lines that parallel Kickapoo and should be completed within 4-5 weeks. EST, Inc., engineering firm hired by ODOT to complete the design plans has submitted their prelim plans to ODOT for review and comments. ODOT Right-of-way division is still in the process of reviewing the 81 parcels of right-of-way acquisition for completeness of documents. ODOT had scheduled a June Bid letting with award being at the Transportation Commission in July, and we have not received a revised schedule. After award, the contract will be run through ODOT legal divisions for execution and could get to ODOT residency by August. ODOT could schedule a PreWork and hopefully be in position to proceed by end of September.
♦ Harrison & Farrall Milling & Overlay Project.
● ODOT awarded this project to Haskel Lemon Construction in the amount of $962,800. The project is a mill and overlay project that will begin at the intersection of Farrall & Beard, continue east to Harrison, then north on Harrison approximately 4 miles to just south of I-40 at the Gordon Cooper Vo-Tech entrance. Start date of project is May 23, 2011, and should be completed within 3-4 weeks.
♦ Beard Street Widening Project (from Farrall to the Canadian River Bridge)
● City Commission approved this project and will be let for bids as soon as OG&E and ONG complete their relocation of utilities that are in the way of road construction. OG&E reports they will begin with relocation in two weeks and will be completed by the 2nd week of June. The project will consist of adding an additional lane on the east side to allow for improved traffic movements at the intersection of Beard & Farrall and milling existing pavement, then, placement of new asphalt surfacing course. Prelim. Cost Estimate @ $426,000.00. CPN have verbally committed to supply the concrete materials for this project at their cost, and we will proceed with getting a written agreement of understanding.
♦ Broadway Street Closing.
● Item presented to City Commission for discussion only, and they are to consider issue at the June 6, 2011 City Commission meeting. Staff is working on costs estimates for major street renovation and improvements to Beard Street from Farrall to Main.
♦ Mall Drive Turning Lane Improvements (in the area of Union & Mall Drive)
● City Commission awarded project to All Roads Paving in the amount of $248,444.01. PreWork meeting is scheduled for next Wednesday, May 18, 2011, and issuing a Notice to Proceed could be issued by the second week of June. Contract time on this project is 120 Calendar days; thus, anticipate completion by the end of August, 2011
♦ 30 Raw Water Transmission Line Project (from Twin Lakes to the Water Treatment Plant)
● Merryman Excavation officials will be here Thursday, May 19 to go over final quantities and any outstanding issues that need to be addressed prior to final project close out. Ribbon cutting ceremony was held Friday on May 6, 2011.
♦ Airport Trails Project (from St. Gregory’s to Leo Street)
● Project is completed and as-built quantities determined A final inspection is scheduled for Friday, May 20, 2011, with ODOT to go over the project and resolve any outstanding issues prior to any pay reimbursement submittal. ODOT grant pays for 80% of construction costs.
♦ Safe Routes to School Sidewalk Project (from Shawnee Middle School, north along Union Street to Chapel Ridge Apts.)
● Shawnee Public Schools have made submittal of their educational component of the grant to ODOT for review and approval. Design plans have been sent to ODOT, and we are awaiting comments from ODOT on the School’s submittal as to whether we are authorized to proceed with bid letting on the project.
♦ Harrison Street Median Landscaping Project(Median just south of I-40 and north of Gordon Cooper Vo-Tech entrance)
● Remove existing concrete and install raised stamped concrete border, backfill with suitable soil, and landscape with a variety of bushes and ornamental plantings. Plans have been prepared, and specifications are in the process of being compiled for submittal to ODOT for approval.
♦ Rehab Asphalt Street Maintenance Project
●Project awarded to All Roads Paving in the amount of $1,414,000. Notice to Proceed on this project will be issued the second week of June.. List of streets to be suggested for maintenance treatment include the following: Bryan Street from 45th to MacArthur, Center Street from Independence to Highland, 10th Street from Beard to Harrison, Kennedy from Independence to the Spur, Kennedy from Farrall north to Dead End, Union Street from Independence to Wallace, Wallace Street from Union to Harrison, Independence from Kickapoo to Airport Drive, Independence from Park to Broadway, Walker Road from 116th to Lake Road, Independence from SH102 to Drummond, Drummond from Independence south to ½ mile, and Coker Road from US177 to 45th Street.
♦ Sidewalk Inventory
● Inventory of existing sidewalks citywide has been completed. We are currently evaluating hazards that are present, prioritizing worse cases for submittal to City to have homeowners to cause repairs in accordance with City Code and Ordinances.
♦ Traffic Control:
● Painted curbs at 9th & Broadway
● Painted reserved parking spaces at senior center, Bell St, Union Street.
● Reset the intersections 10th & Harrison and Bell & Main-(on flash/red failure).
● Replaced signal lamp for WBG at Broadway & Highland
● Replaced signal lamp for NBG at Benedict & Kickapoo
● Worked Family Promise 5k Run-Set out and recovered barricades, drums, & cones.
♦ Street Department:
● Street sweeper ran 4 days last week (various locations).
● Pot-Hole Patch Truck ran 3 days (various locations)..
● Hauled 14 loads of concrete for City of Mcloud to Wes Watkins..
● Panels of concrete replaced at Kirk & Louisa.
● Continued working on drainage ditch along Wolverine Road.
● Repair curb in front of Uncommon Threads at 115 E. Main.
● Constructed driveway on south side of New Streets Building at Public Works.
PLANNING & COMMUNITY DEVELOPMENT/Justin Erickson, Director
♦ Community Development:
● Staff attended various meeting including City Commission and Zoning Board of Adjustment
meetings.
● There are 298 Action Center complaints that are in process.
● Staff is working to facilitate phase I of the Wayfinding Project.

♦ Terminal Project:
● All building construction is nearing completion.
● Scheduled move-in date is June 1, 2011.
● Demolition of existing terminal will begin after new building is occupied.
● Final site work, grading and sodding will begin after demolition of existing terminal.
♦ Hangar 13 Renovation:
● GCTC construction class completed new deck with ADA accessibility.
● Hangar floor has been epoxy coated.
♦ Parallel Taxiway Project:
● North half of taxiway system: north portion open for traffic as of Wed., March 23,
2011. Electrical base and conduit installation for taxiway edge lighting is complete
and lights are operational. Sodding along pavement edges complete. Seeding of all
disturbed earth underway.
● South half of taxiway system: Earthwork and storm drainage improvements
underway, taxiway asphalt being trimmed to final grade. Lime base stabilization is
underway. Existing taxiway asphalt has been milled and removed. Temporary
access to t-hangars is complete.
♦ Shawnee Regional Airport Marketing:
● Regular meeting was held at 5:30 pm, May 18, 2011, in the existing terminal
building
● Continuing process of creating a marketing plan
● Logo design and airport “branding”
● Contracting with Saxum, a marketing and public relations firm to create a logo for
the airport.
● Gordon Cooper Vo-Tech Center Aviation Campus is hosting a fly-in June 18, 2011,
to introduce pilots to a series of airplane maintenance classes.
♦ Runway Rehabilitation Project:
● Final construction plans and specifications are being completed by LBR.
♦ Foreign Trade Zone Application:
● The application approved by the FTZ board in Washington, D.C. Application has
been published in the Federal Register and 60 day public comment period has started.

● Application is being completed by SEDF and airport staff .

● Contract Electrician repaired the telephone line controlled sirens at 3300 Block North
Kickapoo and the old fire station on East Main.
