Tree Limb Disposal Update

Shawnee citizens who have tree limbs to dispose of are encouraged to take the following actions:

1. Small limbs that are or can be cut into lengths of 3 feet or less should be bundled together and
set at curbside for Central Disposal the citys trash contractor to remove.

2. Citizens with the ability to haul limbs may take them to the Citys Debris Reduction Site west of Twin Lakes # 1 on Homer Lane during the hours of 8 am and 3 pm on Thursday and Friday December 26 & 27. Proof of residency is required such as a drivers license or utility bill. Only tree limbs are eligible for disposal at this site. No construction materials and no trash. Additional dates may be announced for this site to be open if conditions warrant.

3. Citizens without the ability to haul limbs should place their larger limbs at the curbside for removal.

Ice Storm Warning

Emergency Management Director now reports that Pottawatomie County is now in the Ice Storm Warning. One half to three quarters of inch of ice now possible in Shawnee along with snow accumulations up to 4 inches possible.

Time line hasnt changed. It appears the cold air will sag farther south than previously thought increasing our frozen precipitation amounts.

City of Shawnee Snow Routes

The City Shawnee Snow Removal Policy provides for primary streets and roads snow removal around the City. These routes are maintained in a structured manner from Priority, Secondary and Low Priority for snow and ice removal.

Attached is a map displaying these routes. Please keep this in mind when traveling around the City during such weather.

. Attended the area Red Cross board meeting. This meeting is in preparation for our "All Bets on Red" fundraising event in February.

ENGINEERING/STREETS/TRAFFIC CONTROL/John Krywicki, Director
. Federal Street Bridge Repair Project: Weather has held up putting the final touches (i.e. staining of decorative concrete walls) of the bridge project. Bridge has been open to traffic though. The staining (coloring) of the natural rock looking concrete walls was scheduled for the first week in December, but that work had to be postponed due to the snow, ice, sleet and frigid temperatures we experienced. Because the coloring cannot be done in cold temperatures, it is difficult to schedule an exact time when that work will occur, and we will just have to wait until a warming trend is forecasted to reschedule the work.
. ADA Sidewalk and Ramps Project: Work resumed on the ramps at the intersection of 10th and Union. When that intersection is completed, we will put a halt on further work by the current contractor (All Roads Paving), and just rebid the project in early spring 2014 when weather will be more cooperative to allow steady production on this type project.
. 10th Street Bridge Repair: Street Department completed removal/replacement of cracked concrete paving to the immediate west of bridge structure, and traffic has been reopened on 10th Street. There is still a severe erosion issue at the northwest abutment of the bridge structure what has caused us to barricade off part of the street to keep traffic approximately 10-15 feet from the curbs edge. To expedite correction of the erosion problem, staff (Street Department) has purchased the steel pile sheeting separately, and have hired Rent-A-Cranes to install the pile sheeting. Work is scheduled to take place Dec 23-24, and should be accomplished within those two days. Upon completion of the sheeting installation, the Street Department will commence with backfilling and compacting the material in-place.

Utility System Master Plan- On June 18, 2012 the Commission authorized the Shawnee Municipal Authority to enter into a contract with Smith Roberts Baldischwiler, LLC for an amount to not exceed $549,460. There was $300,000 budgeted for the 2011/12 fiscal year and $300,000 for the 2012/13 year. A Notice to Proceed was issued on June 25, 2012. Data loggers have been installed and flow meters have been received, and will be utilized for gathering data once installed. SRB conducted a site visit on October 10th, 2012 to collect data for computer model. The Water Hydraulic Model will be completed by the end of April. Staff met with SRB on March 22nd, 2013 for a basis of planning meeting. SRB has started work on the Wastewater Hydraulic Model. The Water Hydraulic Model has been completed; staff had training on it Tuesday, July 9th, 2013. Staff met with SRB on Friday, August 9th, 2013 to go over Waste Water Collection, Waste Water Treatment, Water Supply and Treatment, and Water Distribution. On August 19th, 2013 the Wastewater Hydraulic Model Software was approved by Commission. Currently waiting on installation of the software. SRB conducted a Filter Media Evaluation on Wednesday, August 28th, 2013 which lasted fourteen hours; results are still pending. Staff also had a meeting with SRB the same day, discussion of getting Commissioners updated were among the topics. Staff and Carollo Engineers met with DEQ on Thursday, August 29th, 2013 to go over possible options for the wastewater treatment system. SMA staff sent SRB information requested for the Southside Wastewater Treatment Plant, and an updated list of manholes needed for the sewer model software. Staff will meet with SRB on Friday, September 13th, 2013 to receive training on the hydraulic water model software. Staff had a conference call with Carollo Engineers on Wednesday, September 18th discussing the Wastewater Plant's immediate needs. Staff had a conference call with SRB on Wednesday, September 25th, items discussed were data needed for the master plan, phased projects, and updates on progress. Staff has gathered, sent part of the data, and is currently compiling the remainder of the data requested. SRB and Carollo Engineers met with City Commission and presented an update with visuals at the Special Call Meeting on Monday, September 30th. Staff had a conference call with SRB and Carollo Engineers on October 9th, 2013. SRB requested more sewer and water flow information for the water and sewer models) staff is currently working on). SRB delivered draft reports on the filter media, and returned plans and documents that were scanned recently on Friday, October 10th, 2013. Staff had a conference call with SRB on October 24th, 2013. SRB requested more sewer information for the sewer model (staff is currently working on). Staff gathered more camera footage for engineers to put in model. Staff sent SRB more data from the hydrant flow loggers and largest water users. Staff gathered and submitted data for the water tower study.
Sanitary Sewer Rehab Project Various Locations (Pipe Bursting) - Budgeted project amount $1,000,000.00. Project was awarded to Jordan Contractors on March 4th, 2013. Review of manholes to be replaced will be done on a line by line basis. Bursting has been completed on Red Rock Street. Pipe has been pulled and services attached at the 700 block of Louisa. One manhole has been replaced and backfill of services has begun. Contractor has completed pipe burst from Horace Mann School to Center. Contractor has pulled 578 ft of sewer at the 1900 block of Broadway. 115' of 12" pipe was installed at the 1100 block of Philadelphia. The 1900 block of Union has been bursted and services are being hooked up to the new line. Contractors are now at the location of Oakland and Pennsylvania. All pipe has been pulled and services are being attached to new line. Crews have gone back to do clean up on the last two bursts. Contractors are now at the location of Northridge and Janeway. Pipe has been pulled and services are being reconnected. Contractors have finished Northridge. Contractors have finished the final burst on Delaware. Contractors have moved to Chandler Street, and have located services and blown out manholes in order to pull new pipe. Contractors have moved to Beckley Street. Contractors are attaching services on Beckley run. Contractors are prepping line off of Market and Dill for bursting, and cleaning up previous projects.
Kimberly Sewer Lift Station Rehab, COS-SMA-13-04- Jordan Contractors was awarded the bid on February 4th, 2013. Contractor cut out dirt around lift station and driveway. Survey shots have been taken. Staff met with Jordan Contractors on Wednesday, September 25th, and it was decided to remove the existing wet well, and replace with a new lift station in order to make it more efficient and current with other lift stations. Jordan has removed the old station and has poured and coated the base of the new lift station, and has set the first pre-cast section of the new wet well. Piping for wet well has been installed. The new valve box has arrived and contractors with start again on Monday, November 25th, 2013. Pumps have been installed and all plumbing from old wet well to new station has been done. Contractors are currently waiting on electrician.
Water Meters and Vault Structure Project, COS-SMA-14-06- Jordan Contractors was awarded this project on May 6th, 2013. Contractors have exposed the Wes Watkins line for the meter vault, and cut into it to drain the remaining water. The meter will be assembled then lowered into the pit to assure accurate cuts are made as to not take out too much, or too little of the existing pipe. Contractors have poured the floor of the vault at Wes Watkins, and have assembled the meter. Jordan Contractors have hired a contractor to build the vault itself. The remaining two meter vault areas have been located, and lines are being potholed to verify depths. The walls for the meter at Wes Watkins are being formed. The walls were poured on Thursday, September 19th, and the lid for the vault was poured Wednesday, September 25th. After the forms for the lid are removed the last step is to tie in the electricity for the sump pump. The Beard Street and Southside vaults have been set and are operational. All meters are installed and operational. Waiting for electricity to be ran to Wes Watkins vault. OG&E has been contacted about placing a meter at the Wes Watkins vault, and added to our existing account. Contractors are waiting on the tower for the SCADA system, which will take approximately 6 weeks.
Jefferson Terrace Water Line Replacement, COS-SMA-14-01 Jordan Contractors was awarded the bid on August 5th, 2013. Estimated start date for this project is October 1st, 2013. Kickapoo has been bored and the 24" main on the east side has been tapped in order to tie in the new 8" main for Burns St. Approximately 100' of water line has been laid, a few of the services have been bored, and new poly line with the tracer wire has been ran. Contractors have finished the 8" water line on Burns. Waterlines on Jefferson Place and Jefferson Circle have been completed, and contractors have moved over to Chapman Street. Project is about 85% complete with all water lines installed. Waiting for results on Bac-t samples for first run. Waiting on results on Bac-t for Overland Court. Running new service lines.
24" Sewer Rehab Project (Sliplining Existing 24" Concrete Pipe), COS-SMA-13-07- Urban Urban Contractors was awarded the bid on August 19th, 2013. Staff met with Urban Contractors for a pre-work meeting on August 28th, 2013. Work will commence when the slip line arrives. Contractors are still waiting on pipe to arrive. Project started on Wednesday, November 20th, 2013. Contractors dug receiving pit and started to push pipe. Approximately 800' has been pushed. Slip line has been installed from the start of the project to the manhole inside the treatment plant. Waiting on estimate to do section under clarifier to head works.
Repair and Restoration of the River Bank Failure at the WTP, including sludge removal- Smith Roberts Baldischwiler, LLC is currently in the engineering phase. SRB had their survey team on site August 28th, 2013. Staff met with SRB and FEMA on Friday, September 20th to review the erosion damage. The estimated cost for the repairs to the river bank is around $200,000.00. Staff collected soil samples for SRB for the sludge lagoon project at the Water Treatment Plant.

AIRPORT/Keenan English, Assistant Airport Manager
. World Fuel Services Alliance Program has gone into effect. Pilots can now use World Fuel Alliance cards to purchase fuel at discounted prices. In exchange, World Fuels will market Shawnee Regional Airport at no cost to corporations and businesses that fly corporate jets.
. FY2013-2014 budget process complete
. PAPI lights and runway lights have been repaired. Awaiting parts for the windsock and rotating beacon.
. Staff is in the process of installing hardware/ software to count operations at SNL.
. New electronic fuel pump display has arrived and is being installed. Installation will require minor electrical work done by an outside contractor.
. Staff has obtained supplies for Hangar 13 ceiling repair. Repairs will start on December 18th.
. Staff is gradually sealing T-hangars and other airport structures that are vulnerable to rain leaks.
. The airport now has adequate supplies for spill clean-up and prevention. A Spill Prevention, Control, and Countermeasure (SPCC) plan has been drafted. Waiting approval from the Oklahoma Corporation Commission and the City Engineering Department.

. The airport has hired a new part-time weekend position.

. The airport is seeking options/quotes to remove donated piers from OBU's property to a city location that has not yet been determined.

. The application for certification has been turned in; staff is waiting to hear on certification. When the grant process opens up staff will fill out paperwork and submit. . Staff is also working with Gateway to Prevention on signage for the new tobacco ordinance.

Alternative Fuels
. Staff has joined up with the Central Oklahoma Clean Cities as a stakeholder in hopes to be able to apply for grant monies to convert city vehicles to natural gas or propane. Our first meeting is December 17th.

Due to the slick roads Central Disposal is behind on trash pick-up, they are currently out finishing up Friday's route today. Please note there may be a delay in your trash service, they are making every effort to service all of our customers, while trying to be safe on the slick side roads. Christmas Parade Rescheduled for 12/12/2013

Shawnee Christmas Parade Postponed

Because of the winter weather affecting Shawnee, the Annual Christmas Parade in Downtown Shawnee scheduled for this evening is being postponed. The parade will now be held at 6:30 PM on Thursday, December 12, 2013.

City officials made the decision based on changes in the weather forecast and the increased impact on public safety. As late as yesterday, it appeared that Shawnee would have a window of opportunity to hold the parade as originally scheduled. However today, the precipitation outlook has changed and the wind chill will be bigger factor than previously thought. The first wave of sleet and snow expected to impact our area will arrive later than anticipated, making travel conditions potentially worse than expected at parade time. The potential accumulating sleet and snow forecast has also gone up. Wind Chill index values are also expected to be in the single digits which will make conditions hazardous for parade participants and spectators.

Rather than cancel the parade all together, the decision was made to postpone the event for a week when weather conditions are expected to be more favorable. Many parade entrants expressed the desire to continue with the event after the many hours of planning and work put into their entries. The nighttime parade has been a Shawnee tradition for years, enjoyed by not only Shawnee residents but people from all around the area. By postponing the event one week, officials know people will be able to enjoy it much more and in a much safer environment.

Christmas Parade Update is On

The Annual Shawnee Downtown Christmas parade is on and will start at 6:30pm tonight, Thursday, 12/5/2013. The weather will be cold so be prepared both entrants and spectators. There have been many very cold parade days in the past and it looks like we will add another one this year. Many entrants have expressed the desire to continue with the event after the many hours of planning and work put into their entries. Bundle up, come on down, and enjoy the 2013 parade.

2013 Christmas Parade Information

Dear 2013 Christmas Parade Entrant:<br>

Thank you for your entry into the 2013 Shawnee Christmas Parade to be held Thursday, December 5. Here are the rules for the event:<br>
<br>
1. Check-in and line-up is between 5:00 and 6:00. You must check in - in person at the Parade Booth at the intersection of Main Street and Beard Street to pick up your number, which must be displayed in the front driver's side windshield as applicable.<br>
2. Most entries will line up along 7th Street (street running parallel to Main one block south), but a few will line up in other areas. Please see a volunteer wearing a bright vest for your specific location. It is recommend that you find your appropriate line-up spot and then send someone to the official check-in station at Main and Beard. <br>
3. If your entry includes a performance (such as a dance routine) before the judges and you require audio assistance, you must hand-deliver your music (CD format) to the sound technician at Main and Bell Street, at least 30 minutes prior to the event.<br>
4. If your entry includes animals, you are responsible for immediate clean-up during the event.<br>
5. No throwing of candy or gifts. If you want to distribute candy or other items to spectators, someone from your entry must walk alongside the crowd and hand it to them.<br>
6. There is only one official Santa Claus in the Parade and he rides in the Fire Engine at the end of the Parade. No other santas are allowed to participate.<br>
7. The Parade starts promptly at 6:30 PM. The official Parade Route is Main Street, from Beard east to Pennsylvania. When you complete the route, please wait on 7th Street until the end of the Parade. <br>
8. All entries are judged and a total of six awards/prizes are given out approximately 30 minutes after the Parade. The award ceremony is at Sips Kafe at 114 E. Main. <br>

We have received calls about the weather. At this time, the Parade will go on as scheduled. You will receive notification if there are any changes. <br>

Winter Weather Update 12/4/2013

The National Weather Service has upgraded the Winter Storm Watch for our area to a Winter Storm Warning effective 6 AM Thursday through 6 PM Friday.

There will be 2 waves of winter precipitation affecting our area. The first starts Thursday morning and ends Thursday afternoon. Light freezing rain is expected in our area-similar to the last winter storm we experienced. Up to 1/10th of an inch of accumulation is possible. This will mainly impact bridges and overpasses. The drive into work should be fine, The drive home should be mostly OK again with issues potentially on bridges and overpasses.

The second wave begins around 10 PM Thursday and continues through midday Friday. Mostly sleet changing over to snow by storms end is forecast for our area. Up to one inch of sleet accumulation is forecast. Travel conditions will be dangerous area-wide.

By the end of the storm, up to 1/4 inch of ice and up to 3 inches of snow are possible across Pottawatomie County.

Winds will remain around or below 15 MPH. So blowing snow should not be too much of a problem.

However, the winds will combine with below freezing temperatures to create very cold wind chill temperatures.

Temperatures are expected to remain below freezing until Tuesday afternoon next week.

Winter Weather Warning 12/3/2013

The National Weather Service has issued a Winter Storm Watch for our area which will be in effect from Thursday Morning through Friday Afternoon.

A cold front is expected to enter Northwest Oklahoma this evening and pass through the State by mid-morning Thursday.

Significant amounts of snow, sleet, and freezing rain are expected over parts of Oklahoma. The main snow and sleet impacts are most likely to occur near and North of a line from Altus to Lawton to Shawnee.

Farther South and East, ice accumulation will be the main concern because of freezing rain.

The difference between whether well see snow, freezing rain, or sleet is whether or not there is a layer of warm air aloft. If there is no warm air layer then well get snow. If there is a warm layer, then the depth of the layer will determine the precipitation type. A shallow layer of warm air means sleet. A deep layer of warm air means freezing rain.

TIMING: There will be a brief round of freezing rain on Thursday morning through mid-afternoon with accumulations of .10 inches possible on bridges, overpasses, and protected surfaces expected. Probably similar to what we experienced in the winter storm that impacted us 2 weeks ago. The main wave of precipitation is forecasted to start around 9 or 10 PM Thursday night and end by mid-day Friday. For our area this will most likely be in the form of sleet possibly changing over to snow by the end of the storm.

Temperatures are not expected to get above freezing until early next week.

MAIN IMPACT: Dangerous driving and walking conditions will result from accumulation of sleet. Travel impacts will be more widespread than with the previous storm.

OTHER IMPACTS: Ice accumulation in the freezing rain area and possibly in the sleet accumulation area may cause power outages and tree damage.

PRECAUTIONARY/PREPAREDNESS ACTIONS. Plan now for travel impacts and keep up with the latest weather information.

Shawnee's City Connect Channel 30 moving to Channel 3

As part of the digital upgrades to the local cable vendor's, the City's government channel, branded as "City Connect" and historically on local cable channel 30, will be moving to channel 3. If customers are on the new all-digital system, City Connect will be on Channel 3 and not on Channel 30.

The City Connect channel provides live City Commission meeting coverage and local information about City of Shawnee operations, upcoming events, and videos related to both City and local personal interest topics. Additionally local school sports replays are provided in the evenings for the most recent events. Oklahoma Baptist University also provides weekly local News Updates on Thursday evenings at 6:30pm through their media program during the school year.

ENGINEERING/STREETS/TRAFFIC CONTROL/John Krywicki, Director
. Federal Street Bridge Repair Project: Bridge is open to traffic! Remaining work to complete project is staining of decorative parapet wall. Staining of concrete cannot be done until newly placed concrete wall has had time to cure out (approx. 21 days), and then we will get the Contractor back the first part of December (weather permitting) to stain the wall. At that time the bridge will need to be closed again for just 2-3 days while that final work is completed.
. ADA Sidewalk and Ramps Project: There has been no production to report. They still have to install handicap ramps at the southwest corner of 10th and Union to complete this intersection. Contractor, All Roads Paving has not provided any reason(s) as to why they abandoned the jobsite and has not completed work at this intersection. A meeting was held with the Contractor and he relates he may not be able to resume work on the ramps until the middle part of January. Our displeasure was relayed to the Contractor and payment for work already performed at 10th & Union will be held until the entire work at the intersection is completed.
. 10th Street Bridge Repair: Street Department began removal/replacement of cracked concrete paving to the immediate west of bridge structure. Staff is in process of obtaining quotes from various Contractors to provide means to hammer in place pile sheeting that is needed for project to go forward. One lane of traffic is closed off over the bridge on 10th Street just east of the railroad tracks due to severe erosion having taken place from previous rainfall events. The street is being undermined, and the drainage structure is in need of rehabbing. Estimated cost of repair is at $40,000 which exceeds our threshold limit of $25,000, thus, plans and specs are in the process of being prepared so that the work can be let for bids.

Utility System Master Plan- On June 18, 2012 the Commission authorized the Shawnee Municipal Authority to enter into a contract with Smith Roberts Baldischwiler, LLC for an amount to not exceed $549,460. There was $300,000 budgeted for the 2011/12 fiscal year and $300,000 for the 2012/13 year. A Notice to Proceed was issued on June 25, 2012. Data loggers have been installed and flow meters have been received, and will be utilized for gathering data once installed. SRB conducted a site visit on October 10th, 2012 to collect data for computer model. The Water Hydraulic Model will be completed by the end of April. Staff met with SRB on March 22nd, 2013 for a basis of planning meeting. SRB has started work on the Wastewater Hydraulic Model. The Water Hydraulic Model has been completed; staff had training on it Tuesday, July 9th, 2013. Staff met with SRB on Friday, August 9th, 2013 to go over Waste Water Collection, Waste Water Treatment, Water Supply and Treatment, and Water Distribution. On August 19th, 2013 the Wastewater Hydraulic Model Software was approved by Commission. Currently waiting on installation of the software. SRB conducted a Filter Media Evaluation on Wednesday, August 28th, 2013 which lasted fourteen hours; results are still pending. Staff also had a meeting with SRB the same day, discussion of getting Commissioners updated were among the topics. Staff and Carollo Engineers met with DEQ on Thursday, August 29th, 2013 to go over possible options for the wastewater treatment system. SMA staff sent SRB information requested for the Southside Wastewater Treatment Plant, and an updated list of manholes needed for the sewer model software. Staff will meet with SRB on Friday, September 13th, 2013 to receive training on the hydraulic water model software. Staff had a conference call with Carollo Engineers on Wednesday, September 18th discussing the Wastewater Plant's immediate needs. Staff had a conference call with SRB on Wednesday, September 25th, items discussed were data needed for the master plan, phased projects, and updates on progress. Staff has gathered, sent part of the data, and is currently compiling the remainder of the data requested. SRB and Carollo Engineers met with City Commission and presented an update with visuals at the Special Call Meeting on Monday, September 30th. Staff had a conference call with SRB and Carollo Engineers on October 9th, 2013. SRB requested more sewer and water flow information for the water and sewer models) staff is currently working on). SRB delivered draft reports on the filter media, and returned plans and documents that were scanned recently on Friday, October 10th, 2013. Staff had a conference call with SRB on October 24th, 2013. SRB requested more sewer information for the sewer model (staff is currently working on). Staff gathered more camera footage for engineers to put in model. Staff is scheduled for more training on the water model next week.
Sanitary Sewer Rehab Project Various Locations (Pipe Bursting) - Budgeted project amount $1,000,000.00. Project was awarded to Jordan Contractors on March 4th, 2013. Review of manholes to be replaced will be done on a line by line basis. Bursting has been completed on Red Rock Street. Pipe has been pulled and services attached at the 700 block of Louisa. One manhole has been replaced and backfill of services has begun. Contractor has completed pipe burst from Horace Mann School to Center. Contractor has pulled 578 ft of sewer at the 1900 block of Broadway. 115' of 12" pipe was installed at the 1100 block of Philadelphia. The 1900 block of Union has been bursted and services are being hooked up to the new line. Contractors are now at the location of Oakland and Pennsylvania. All pipe has been pulled and services are being attached to new line. Crews have gone back to do clean up on the last two bursts. Contractors are now at the location of Northridge and Janeway. Pipe has been pulled and services are being reconnected. Contractors have finished Northridge. Contractors have finished the final burst on Delaware. Contractors have moved to Chandler Street, and have located services and blown out manholes in order to pull new pipe. Contractors have moved to Beckley Street.
Kimberly Sewer Lift Station Rehab, COS-SMA-13-04- Jordan Contractors was awarded the bid on February 4th, 2013. Contractor cut out dirt around lift station and driveway. Survey shots have been taken. Staff met with Jordan Contractors on Wednesday, September 25th, and it was decided to remove the existing wet well, and replace with a new lift station in order to make it more efficient and current with other lift stations. Jordan has removed the old station and has poured and coated the base of the new lift station, and has set the first pre-cast section of the new wet well. Piping for wet well has been installed. Contractor is ordering a new valve box for station.
Water Meters and Vault Structure Project, COS-SMA-14-06- Jordan Contractors was awarded this project on May 6th, 2013. Contractors have exposed the Wes Watkins line for the meter vault, and cut into it to drain the remaining water. The meter will be assembled then lowered into the pit to assure accurate cuts are made as to not take out too much, or too little of the existing pipe. Contractors have poured the floor of the vault at Wes Watkins, and have assembled the meter. Jordan Contractors have hired a contractor to build the vault itself. The remaining two meter vault areas have been located, and lines are being potholed to verify depths. The walls for the meter at Wes Watkins are being formed. The walls were poured on Thursday, September 19th, and the lid for the vault was poured Wednesday, September 25th. After the forms for the lid are removed the last step is to tie in the electricity for the sump pump. The Beard Street and Southside vaults have been set and are operational. All meters are installed and operational. Waiting for electricity to be ran to Wes Watkins vault. OG&E has been contacted about placing a meter at the Wes Watkins vault, and added to our existing account. Contractors are waiting on the tower for the SCADA system, which will take approximately 6 weeks.
Jefferson Terrace Water Line Replacement, COS-SMA-14-01 Jordan Contractors was awarded the bid on August 5th, 2013. Estimated start date for this project is October 1st, 2013. Kickapoo has been bored and the 24" main on the east side has been tapped in order to tie in the new 8" main for Burns St. Approximately 100' of water line has been laid, a few of the services have been bored, and new poly line with the tracer wire has been ran. Contractors have finished the 8" water line on Burns. Waterlines on Jefferson Place and Jefferson Circle have been completed, and contractors have moved over to Chapman Street.
24" Sewer Rehab Project (Sliplining Existing 24" Concrete Pipe), COS-SMA-13-07- Urban Contractors was awarded the bid on August 19th, 2013. Staff met with Urban Contractors for a pre-work meeting on August 28th, 2013. Work will commence when the slip line arrives. Contractors are still waiting on pipe to arrive. The estimated start date is November 18th, 2013, and pipe will be delivered on Wednesday, November 20th, 2013.
Repair and Restoration of the River Bank Failure at the WTP, including sludge removal- Smith Roberts Baldischwiler, LLC is currently in the engineering phase. SRB had their survey team on site August 28th, 2013. Staff met with SRB and FEMA on Friday, September 20th to review the erosion damage. The estimated cost for the repairs to the river bank is around $200,000.00.

. World Fuel Services Alliance Program has gone into effect. Pilots can now use World Fuel Alliance cards to purchase fuel at discounted prices. In exchange, World Fuels will market Shawnee Regional Airport at no cost to corporations and businesses that fly corporate jets.
. FY2013-2014 budget process complete
. Libra Electric is currently replacing and repairing various airport lighting, specifically the rotating beacon, PAPI lights, and the windsock.
. Staff is in the process of implementing the tools/technology to count operations at SNL.

. Federal Street Bridge Repair Project: Overall, project is approximately 98% completed. Remaining work to complete project is staining of decorative parapet wall, and placement of wrought iron fencing on top of wall. Staining of concrete cannot be done until newly placed concrete wall has had time to cure out (approx. 21 days), as such, we are going to try to have the bridge opened to traffic by Friday, November 15th, and then have the Contractor back the first part of December (weather permitting) to stain the wall and install the fencing. At that time the bridge will need to be closed again for just 2-3 days while that final work is completed.
. ADA Sidewalk and Ramps Project: There has been no production to report. They still have to install handicap ramps at the southwest corner of 10th and Union to complete this intersection. Contractor, All Roads Paving has not provided any reason(s) as to why they abandoned the jobsite and has not completed work at this intersection. We have a scheduled meeting with them on Friday, November 15, 2013 to discuss the problems and issues we have been having with them on this project.
. 10th Street Bridge Repair: One lane of traffic is closed off over the bridge on 10th Street just east of the railroad tracks due to severe erosion having taken place from previous rainfall events. The street is being undermined, and the drainage structure is in need of rehabbing. Estimated cost of repair is at $40,000 which exceeds our threshold limit of $25,000, thus, plans and specs are in the process of being prepared so that the work can be let for bids.

Utility System Master Plan- On June 18, 2012 the Commission authorized the Shawnee Municipal Authority to enter into a contract with Smith Roberts Baldischwiler, LLC for an amount to not exceed $549,460. There was $300,000 budgeted for the 2011/12 fiscal year and $300,000 for the 2012/13 year. A Notice to Proceed was issued on June 25, 2012. Data loggers have been installed and flow meters have been received, and will be utilized for gathering data once installed. SRB conducted a site visit on October 10th, 2012 to collect data for computer model. The Water Hydraulic Model will be completed by the end of April. Staff met with SRB on March 22nd, 2013 for a basis of planning meeting. SRB has started work on the Wastewater Hydraulic Model. The Water Hydraulic Model has been completed; staff had training on it Tuesday, July 9th, 2013. Staff met with SRB on Friday, August 9th, 2013 to go over Waste Water Collection, Waste Water Treatment, Water Supply and Treatment, and Water Distribution. On August 19th, 2013 the Wastewater Hydraulic Model Software was approved by Commission. Currently waiting on installation of the software. SRB conducted a Filter Media Evaluation on Wednesday, August 28th, 2013 which lasted fourteen hours; results are still pending. Staff also had a meeting with SRB the same day, discussion of getting Commissioners updated were among the topics. Staff and Carollo Engineers met with DEQ on Thursday, August 29th, 2013 to go over possible options for the wastewater treatment system. SMA staff sent SRB information requested for the Southside Wastewater Treatment Plant, and an updated list of manholes needed for the sewer model software. Staff will meet with SRB on Friday, September 13th, 2013 to receive training on the hydraulic water model software. Staff had a conference call with Carollo Engineers on Wednesday, September 18th discussing the Wastewater Plant's immediate needs. Staff had a conference call with SRB on Wednesday, September 25th, items discussed were data needed for the master plan, phased projects, and updates on progress. Staff has gathered, sent part of the data, and is currently compiling the remainder of the data requested. SRB and Carollo Engineers met with City Commission and presented an update with visuals at the Special Call Meeting on Monday, September 30th. Staff had a conference call with SRB and Carollo Engineers on October 9th, 2013. SRB requested more sewer and water flow information for the water and sewer models) staff is currently working on). SRB delivered draft reports on the filter media, and returned plans and documents that were scanned recently on Friday, October 10th, 2013. Staff had a conference call with SRB on October 24th, 2013. SRB requested more sewer information for the sewer model (staff is currently working on). Staff gathered more camera footage for engineers to put in model. Staff is scheduled for more training on the water model next week.
Sanitary Sewer Rehab Project Various Locations (Pipe Bursting) - Budgeted project amount $1,000,000.00. Project was awarded to Jordan Contractors on March 4th, 2013. Review of manholes to be replaced will be done on a line by line basis. Bursting has been completed on Red Rock Street. Pipe has been pulled and services attached at the 700 block of Louisa. One manhole has been replaced and backfill of services has begun. Contractor has completed pipe burst from Horace Mann School to Center. Contractor has pulled 578 ft. of sewer at the 1900 block of Broadway. 115' of 12" pipe was installed at the 1100 block of Philadelphia. The 1900 block of Union has been bursted and services are being hooked up to the new line. Contractors are now at the location of Oakland and Pennsylvania. All pipe has been pulled and services are being attached to new line. Crews have gone back to do clean up on the last two bursts. Contractors are now at the location of Northridge and Janeway. Pipe has been pulled and services are being reconnected. Contractors have finished Northridge. Contractors have finished the final burst on Delaware. Contractors have moved to Chandler Street, and have located services and blown out manholes in order to pull new pipe.
Kimberly Sewer Lift Station Rehab, COS-SMA-13-04- Jordan Contractors was awarded the bid on February 4th, 2013. Contractor cut out dirt around lift station and driveway. Survey shots have been taken. Staff met with Jordan Contractors on Wednesday, September 25th, and it was decided to remove the existing wet well, and replace with a new lift station in order to make it more efficient and current with other lift stations. Jordan has removed the old station and has poured and coated the base of the new lift station, and has set the first pre-cast section of the new wet well. Currently waiting for parts on the lift. Work should begin on Monday, November 11th, 2013.
Water Meters and Vault Structure Project, COS-SMA-14-06- Jordan Contractors was awarded this project on May 6th, 2013. Contractors have exposed the Wes Watkins line for the meter vault, and cut into it to drain the remaining water. The meter will be assembled then lowered into the pit to assure accurate cuts are made as to not take out too much, or too little of the existing pipe. Contractors have poured the floor of the vault at Wes Watkins, and have assembled the meter. Jordan Contractors have hired a contractor to build the vault itself. The remaining two meter vault areas have been located, and lines are being potholed to verify depths. The walls for the meter at Wes Watkins are being formed. The walls were poured on Thursday, September 19th, and the lid for the vault was poured Wednesday, September 25th. After the forms for the lid are removed the last step is to tie in the electricity for the sump pump. The Beard Street and Southside vaults have been set and are operational. All meters are installed and operational. Waiting for electricity to be ran to Wes Watkins vault. OG&E has been contacted about placing a meter at the Wes Watkins vault, and added to our existing account. Contractors have been asked to work with Haynes in order to set up the SCADA systems and Tower.
Jefferson Terrace Water Line Replacement, COS-SMA-14-01 Jordan Contractors was awarded the bid on August 5th, 2013. Estimated start date for this project is October 1st, 2013. Kickapoo has been bored and the 24" main on the east side has been tapped in order to tie in the new 8" main for Burns St. Approximately 100' of water line has been laid, a few of the services have been bored, and new poly line with the tracer wire has been ran. Contractors have finished the 8" water line on Burns, and are currently laying the new 6" water line on Jefferson Place.
Water Treatment Plant Sludge Removal, COS-SMA-14-02- Current hold on project.
24" Sewer Rehab Project (Sliplining Existing 24" Concrete Pipe), COS-SMA-13-07- Urban Contractors was awarded the bid on August 19th, 2013. Staff met with Urban Contractors for a pre-work meeting on August 28th, 2013. Work will commence when the slip line arrives. Contractors are still waiting on pipe to arrive. The estimated start date is November 18th, 2013.
Repair and Restoration of the River Bank Failure at the WTP- Smith Roberts Baldischwiler, LLC is currently in the engineering phase. SRB had their survey team on site August 28th, 2013. Staff met with SRB and FEMA on Friday, September 20th to review the erosion damage. The estimated cost for the repairs to the river bank is around $200,000.00.

. World Fuel Services Alliance Program has gone into effect. Pilots can now use World Fuel Alliance cards to purchase fuel at discounted prices. In exchange, World Fuels will market Shawnee Regional Airport at no cost to corporations and businesses that fly corporate jets.

. Libra Electric is currently replacing and repairing various airport lighting, specifically the rotating beacon, PAPI lights, and the windsock.
. Staff is in the process of implementing the tools/technology to count operations at SNL.

. Staff has obtained supplies for Hangar 13 ceiling repair.

. Dirt is being moved at 702 W. Independence to divert water that is collecting in problem areas. This property is airport property.
. The airport now has adequate supplies for spill clean-up and prevention. A Spill Prevention, Control, and Countermeasure (SPCC) plan has been drafted. Waiting approval from the Oklahoma Corporation Commission.
. OG&E has surveyed area for new airport signage.
. The airport is in the process of hiring a new part-time weekend maintenance position.
. The Assistant Airport Manager is consulting with St. Gregory's University about installing obstruction lighting on the newly repaired towers.
